There is no best month
Pico sits in the middle of the Atlantic with a 2,351 metre mountain on it. That combination makes the weather changeable in every month of the year, so the question is not which month is reliable, it is which trade-off suits you.
Summer
The most settled conditions, the most things open, the longest days. Also the most people, and the practical consequence is booking pressure: rental cars genuinely run out, and the small properties covered in where to stay fill.
If you come in high summer, book everything early and expect company on the trails.
Shoulder season
Fewer people and easier booking, with less certainty about the mountain and the sea. This is the better choice if you have built a spare day into the trip, and the worse one if you have a single fixed day for the summit.
Winter
Quietest, cheapest to book, hardest to plan. More places close or shorten hours, and Sunday in particular thins out. Storms interrupt sailings.
Winter is genuinely good if what you want is the island rather than a checklist. It is a poor choice for a first visit built around the summit.
